An extra NEDU General Meeting of Members took place on 14 July. During this NEDU General Meeting of Members, 2 RFC’s were confirmed for Theme release 2021 (TR2021) – Tranche 1 Allocatie 2.0. The RFC’s in question are RFC TR2021.5 ‘Technical validations Allocatie 2.0 messages’’ and RFC 294.4 ‘Timeliness monthly message time series ELK’. You can find the RFC’s on mijnNEDU.



RFC TR2021.5 ‘Technical validations Allocatie 2.0 messages’
RFC TR2021.5 relates to documenting and implementing technical validations for Allocatie 2.0 messages, and modifying the acknowledgement and response message definitions for rejecting compromised notifications or requests in a uniform and transparent manner. It has been demonstrated that existing documents and messages are not suitable for performing technical validations, for example, when making sure the ‘MessageID’ is unique. That is why this RFC has added 8 technical validations.

Accompanying service descriptions and message definitions to be approved later
RFC TR2021.5 will lead to 4 service descriptions and 5 message definitions being modified. During the same NEDU General Meeting of Members, the Steering Committee Releases NEDU (SR NEDU) was mandated by the NEDU General Meeting of Members to approve message definitions and RFC’s during the summer recess, while also reviewing the service descriptions. Because this documentation was not ready on 14 July, an additional meeting of the SR NEDU will be held on 23 July so the message definitions can be approved. They will be placed on mijnNEDU immediately after approval. The modified service descriptions will also be published. They can be accessed by going to ‘Release’, ‘TR2021 tranche 1 A2.0’ and the ‘Berichtdefinities & Business Services’ folder.

The WSDL files and the technical guide will be placed on myTennet at the start of August. The link to myTennet can also be found under ‘TR2021 tranche 1 A2.0’ on mijnNEDU. Considering the complexity of this RFC, the Market-Market-Communication (MMC) Hub will (temporarily) support 2 versions of message definitions in the TQF environment: the previous version and the new version based on this RFC. This means market parties can still perform tests with the previous (version of) message definitions.

The RFC has resulted in the following service descriptions being modified:

RFC 294.4 ‘Timeliness monthly message time series ELK’
As part of issue IC249 ‘Metering values GV’, a monthly message featuring volumes per imbalance settlement period will be implemented for electricity allocation points (ELK) with the telemetry-based allocation method. This monthly message will supplement the daily messages featuring volumes per imbalance settlement period. Considering the size of the monthly message and the expected processing time in the chain (MMC Hub and recipient), it would be wise to not send most of the monthly messages at the same time as the daily messages. The RFC features a process agreement with metering responsible parties, whereby monthly electricity messages with volumes per imbalance settlement period are only sent between 12:00 and 23:59.

This business service will be addressed by the SR NEDU on 23 July and will then be published on mijnNEDU.
